The point in contact of the wheel with the rail has a linear speed of zero (otherwise, the train would be skidding) and this point is known as the instantaneous center of rotation. The hub is moving at a linear speed of 100km/hr (the same as the train's forward speed), and a point at the top of the wheel, being twice as far away from the instantaneous center of rotation as the hub, is moving at twice that, or 200km/hr.
200km/hr = 3333.333... m/min
