When you say  " decreases at a rate of 13% each hour ",  you  (or the problem)  MUST  TELL   " 13%  of  WHAT  ? ".


Otherwise,  it is not a Math problem,  at all.



As I see,  there is a flow of so called  " quasi "- math problems from an illiterate and unqualified  " composer "   at this time . . .

Starts with 5 gallons to decrease 13% each hour, means at some small quantity you need to decide when so little water remains that the container may be called empty.

The container KEEPS 87% each hour.
