The first ant crawls 3 times the diameter, D, of a tennis ball, or a distance of 3D.
The second ant crawls around the circumference of a tennis ball, or a distance 3.14D.
The second ant covers the longer distance.

Let the diameter of a tennis ball be d.
The ant climbing the height of the can climbs 3d.
the ant crawling around the lip of the can crawls pi*d.
Since pi>3 the ant crawling around the lip covers a longer distance.
