parallel lines have the same slope, so this new line has to be of the form y=-2x
the point (4, 0) goes through the origin, so the line is y=-2x
they have different intercepts which means they aren't the same line.
-2x does not equal -2x+4 so there is no solution, which means they are different lines that never intersect.
