Your answer is the opposite of what it should be. So you are NOT interpreting the instruction correctly.
When your answer is
-4x-2h-1
and the instructions say to factor out the negative sign in the answer, then the correct answer is
-1(4x+2h+1)
In other words, when you factor out the negative 1, that factor doesn't disappear; it is still part of the answer.
