Decay:
y=a%281-r%29%5Ex++
you have:
1. y+=+1.7+%281.06%29x-> means growth, %281%2Br%29=1.06+ ->1.06=1%2B0.06+ and 0.06is growth rate of 6%
so, this one matches a. rate of growth 6%

2. y+=+1.7+%280.93%29x -> means decay, %281-r%29=0.93+ ->r=1-0.93+ and 0.07is decay rate of 7%

If you look at the factor that each 1.7 or 250 gets multiplied by you can see that the numbers either grow or decay...
I'm thinking the x's should be exponents, corresponding to the years of growth...
For example, look at #3...
y+=+250%281.08%29%5Ex
tells me that the 250 grows .08 or 8% more than once each year...
