My question is: Find 83 2/3 % of 12.6
This website shows how to do this problem, but I am having trouble understanding it. Could anyone please break it down and explain step by step what the process is without the usage of a calculator.
It is example 4 on this page:

What I don't understand most is how they got 126/10 and 251/3. Where are the denominators of those fractions coming from? I do know how 251 came about (from the 83 & 2/3). What I have done is set up my equation exactly like the site has however I thought you have to multiply 12.6 (251) divided by 100 to get x. Please help!

Using given method:

Convert mixed fractions and decimals to improper fractions.
12.6 = 12 6/10 = 126/10 This denominator from tenths in the decimal.
83 2/3 = 251/3 This denominator from thirds in the percent.

Cross multiply

Divide each side by 100.
Convert right side to thousands,
multiply by (equivalent to 1) to make it easier
to convert to decimal.

Even by hand (without calculator), I find it quicker to use:

though the first method avoids any error from rounding.

% = per hundred
--> (251/3)/100
-----------------------------
12.6*(251/3)/100 = 10.542
