Let's take a few examples.
"%" or "per cent" means "out of 100" or "per 100" or "for each 100"
so 50% means 50 out of 100 so as a fraction would be 50/100 or reduced it becomes 1/2
95% means 95/100 or 19/20
20% means 20/100 or 1/5
2% means 2/100 or 1/50
.2% means .2/100 or 2/1000 or 1/500

How do you write .2% as a fraction? and why?
A % sign can be read as 1/100, so .2% can be read as .2/100 or 2/1000=1/500
Other examples:
1%=1/100
2%=2/100=1/50
.1%=.1/100=1/1000
.3%=.3/100=3/1000
.01%=.01/100=1/10000
.02%=.02/100=2/10000=1/5000
etc..
