If 15% = 1900 people how do you work out how many people 25% would be?

Let "x" be the total # of people.
Equation:
0.15x = 1900
x = 1900/0.15
x = 12667 people
----
0.25*12667 = 3167
========================
In one step the process would be 0.25(1900/0.15) = (5/3)1900
