Setup the proportion. Percent means number of parts in 100 parts. You want to find what is the whole part.

W is the whole, 126 is the part of the whole. As written, the proportion shows the unknown W in a denominator. The reciprocals of the fractions also equal, so...

Multiply BOTH sides of the equation by 126. You still have equality and you will have solved for W.
