23 increases to 30=7 or 30.43%
53 increases to 60=7 or 13.20%
The difference between the two elements 23 ad 53 is fixed at �30 each year.

The % change calculation uses the "starting value" as a base.
7/23 --> 30%
7/53 --> 13%
