22 is 74% of ...
74% is almost 75%. 75% is 3/4. So if 22 is 3/4 of something, then 1/4 of that something is 1/3 of 22 which is roughly 7. 4 times 7 is 28, but since both of the estimates used were on the low side (74% is less than 3/4 and 7 is less than 1/3 of 22), add one. 29 is pretty close.
