100-40=60
.6*720 =432 did not vote (60%)
or
.18*720=129.6 voted for the change.
.22*720=158.4 voted against the change.
288 voted
720-288=432 didn't vote.
Poorly written problem since 129.6 can't vote
nor can 158.4
Only whole persons can vote.
