I am trying to figure out the percentage drop of health care expenditures from 1990-2009.
in 1990, $1,480 was spent on 96,968 consumer units.(individuals)
I calculated that $62.52 dollars (rounded), was spent per person. The number I have for 2010 is $3126 spent on 120847 consumer units which calculates out to be $38.66 per person.
I want to know how to do calculate the percentage drop with these numbers or if it is possible.

38.66 / 62.52 = .618 (approx)
so 2010 is 61.8% of 1990 ___ this is a drop of 38.2% ___ (100 - 61.8)
