9% IS THE SAME AS .09 DECIMAL AND 9/100 AS A FRACTION
TO CONVERT A % TO A DECIMAL THE RULE IS TO MOVE THE DECIMAL POINT 2 PLACES TO THE LEFT 9.%=.09
NOW WE HAVE A 9 IN THE HUNDRETHS POSITION THEREFORE ANOTHER FORM FOR THIS IS
9/100.
