Set your equation as so,
1 - (35/40) = x, where 1 is representative of the whole 40 or 100% and the x is the decreased percentage
solve for x
1 - .85 = x
.15 = x, convert decimal fraction to percentage
x=15%
There is other ways to set up this equation like
40-35 = 5
5/40 = .15 or 15%
