0.02% = I understand that it's decimal form is 0.0002 but I don't understand why it's fraction format would not be 0.02/100 instead of 1/5,000.

It's because a fraction has whole numbers in the
numerator and denominator

it could be expressed that way .02/100 is the same as 1/5000
:
but you really dont want it in that form (.02/100)
:
in order to get rid of the decimal in the numerator you would multiply by 100
:
you must also do that to the denominator so you end up with 2/10000 which reduces to 1/5000
:
remember fractions or rational numbers are composed of an integer in the numerator and an integer in the denominator.
