In the recesses of my brain I remember a formula for this but I can't seem to dig it out.

  I'm using a solution of 40% Hydrogen peroxide and 60% water. I want to dilute it to 3% Hydrogen peroxide and 97% water.

You have to state a volume.  If you start with 1 liter of 40%, eg, then that's 400 cc of HP.  To make that 400 cc 3%, water has to be 97%.
So you add 400*(97/3) cc of water.
=~12.933 liters
That might be a lot, but it's scaleable, and you see how it's done.

As an equation,
Volume of 40% *(40/3) = the total volume of 3%
