It's a 300% increase. The original value, x, + 300%, which is 3x, adds to 4x.
It's not a 400% increase, or 4 times more as the people on TV say, it's a 300% increase, or it's 4 times as much.
I've had disagreements with some NASA guys that get that wrong. Wrong is wrong, no matter who you work for.
