 a dollar is 100 cents, and you want the percentage of 25 cents.  Put 25 over 100.  That is 25% (because the percent is basically in this case whatever is over 100).

 Note: $0.25 = 25 cents and $1 = 100 cents
 Start with the given formula.
 Plug in 25 cents for the numerator and 100 cents for the denominator
 Cancel like terms
 Simplify
So $0.25 is 25% of one U.S. dollar
