I don't understand why is it 6.5%. What am I missing?

0.065 is 6.5 percent. The two nearest whole numbers below and above this are 6 and 7.
We in this case round UP to 7; because the fractional part is the digit 5; if it were less than 5, we would round downward.
Therefore, nearest whole percent is 7.
