Per Cent means " per 100 " so
16% would be 16/100 or

You have 16 2/3 % also and that is less
than 1% which is 1/100 or .01

So that tells me that 2/3 % has to look
something like: .00XXX . . . where the
X's are some numbers. In this case:
2/3% = ( rounded off )

So, adding them together I have:

and now:
16 2/3% of 24 =
The answer is really , since anything extra
is due to my rounding off the 2/3%

16 2/3 = 50/3% (Mixed number are useless)
--> (50/3)/100
((50/3)/100)*24 = 12/3 = 4
=============
16 2/3% = 1/6 - you should recognize that.
24/6 = 4
