his score is 538.
add the 2 that he missed and he would have gotten 540.
540 = .6 * x, where x represents the total scores.
solve for x to get x = 540 / .6 = 900.

the total marks possible are 900.
.6 * 900 = 540
that's the minimum score he required to be in the first division.
he got 538, so he's 2 short of being in the first division.
