Which according to division rules, I am to move the decimal over....22.62 (rounding to the nearest tenth)
therefore 22.62 times 18% is 4.071, moving the decimal that would be correct.
Is there a rule for moving the decimal in these algebraic equations?

total cost=meal+tip
40.71=x+.18x [1x+.18x=1.18x]
1.18x=40.71
x=40.71/1.18
x=$34.50 was the price of the meal before the tip.

New area = 18 * 32 = 576 inches^2
To find the percentage increase we take the difference of the two which is 276.
Then we take the difference and divide by the original area:
276/300 = 0.92
Multiply by 100 to give a percentage = 92% increase.
To think about it another way we are saying that the area has increased by 92% of its original size.
So 92% of 300 is 276 which is the amount of the increase.
Does that make any sense at all?

Is there some reason that you feel the need to shout? Typing in ALL CAPS is the text communication equivalent of shouting. It is both annoying and rude.
The answer to your question depends on whether you are considering the piece that goes from 12 to 3 clockwise, or from 12 to 3 counterclockwise. The 3 is at 90 degrees from 12, so the smaller piece is 90/360 or 1/4. The larger piece is then 3/4. Just convert 1/4 or 3/4, whichever you think it is, to percent. You can do that by dividing the denominator of the fraction into the numerator and then multiplying the result by 100.
