I'm not sure I completely understand your question, I think you are asking;
What is 3% of 100%= 3
So in money it depends on what amount you needto know 3% of, what is the 100?
Lets say you have $100, you need 3% of that, it is $3.00;
Let's say you have $60.00; 3% of $60 = $1.80
