Assuming it's log( (x+1)^2) and not the log^2:

2log(x+1) + 2log(x+9) = 2log9
log(x+1) + log(x+9) = log(9)
log((x+1)*(x+9) = log(9)

x = 0, x = -10
-----
-10 won't work, so ignore it.
--> x = 0
