It is estimated that the population in the year 2000 was 15700.

Remember that an increase of 9% of a value, is the same as multiplying by 1.09,
when the increase is added to what you already have.
:
(a) Find a function that models the population t years after 2000 (t=0 for 2000).
Your answer is:
P(t) = 15700*1.09^t
You can see when t=0, there will be no change, since 1.09^0 = 1

(b) Use the function from part (a) to estimate the fox population in the year 2008.
t = 8, when the year is 2008
P(t) = 15700*1.09^8
P(t) = 15700*1.99256
P(t) = 31,283 foxes in 2008
