Find f(x) and g(x) such that 

1.  First find g(x) 

Pick any expression in x that is part of the right side of h(x).
Label that g(x).

2.  Second, find f(x)

Substitute x for the expression picked for f(x).
label it g(x).

1. Pick g(x) = x-7 

2. Substitute x for x-7 in the right side of h(x)
