It depends on the situation. Whatever makes things easier. For instance:

y=2x+3
x+y=12

Clearly it would be less work to use substitution here since one variable is already given.

However in this example:

2x+4y=5
-2x+7y=6

Elimination would be better to use, since 2x and -2x are opposites.
