(1) Indeed, this collection of words is mathematical nonsense.
But I have been seeing this kind of language a lot recently, so some teaching source somewhere is apparently teaching the nonsense.
"log base x to the power y" is not correct mathematical language. I assume what is meant is ; but the language for that expression is "log base x of y".
(2) So your post apparently means this:
