Given that the function is to have an integer value at x=-3, we want -3+b to be a power of 5.
(a) first example
5^0 = 1; -3+b = 1 --> b = 4
We want the function value at -3 to be -2, so we need to subtract 2. Our first function that satisfies the requirements is
