If the line is horizontal, then the slope is zero. Using the slope-intercept form:
y = {0)x+b The y-intercept, b is given as -3, from (-2, -3), so substitute the y = -3 into slope-intercept form:
y = (0)x - 3
y = -3 This is the equation.
