Step 1:  Move the constant term to the RHS.
Step 2:  Divide the coefficient on the first degree x term by 2, square the result, add that result to both sides of the equation.
Step 3:  Divide the coefficient on the first degree y term by 2, square the result, add that result to both sides of the equation.
Step 4:  Factor both of the perfect square trinomials in the LHS.
Step 5:  Collect like terms in the RHS.
