If two pairs of consecutive sides of a quadrilateral are congruent, then the quadrilateral must be a parallelogram.
I answered "true" based on the reasoning that a quadrilateral with two pairs of consecutive sides must be a rhombus or a square which are parallelograms. But I got the answer wrong. Can you explain why? Thank you very much. I always appreciate the help that you give me. This website is a wonderful resource.

the wording seems a bit ambiguous
from the answer; the question must mean two consecutive congruent pairs of sides
___ the members of a pair are congruent to each other
___ but the pairs are not congruent
the question apparently intends to describe a kite
