Let "x" be the length of the two equal sides:
EQUATION:
x+x+ b = 30
2x + b = 30
2x = 30-b

Try the various possible values of the base:
Can b=1cm ?: 2x = 29; x = 14.5 cm

Can b=5cm ?: 2x = 25; x 12.5
----------------
Can b=9cm ? ; 2x = 21; x=10.5
----------------
Can b=15cm ? ; 2x = 15; x = 7.5

Draw an isosceles with base = 15 and each equal side = 7.5.
