You are apparently having difficulty translating the given words into an algebraic equation. That's not at al unusual for students just learning algebra. The response from the other tutor was obviously of no help....

Carefully read the words and convert them to an equation a few words at a time.

"5 more than..."

This means you are starting with something else and adding 5 more:
 ?? + 5

"5 more than the quotient of..."

A quotient is the result of dividing two numbers, so the something else that you are starting with is the result of dividing two numbers:
  ??
 ---- + 5
  ??

"5 more than the quotient of a number and 8"

The two numbers that are being divided to give the quotient are "a number" and "8":
  x
 --- + 5
  8

"5 more than the quotient of a number and 8 is 9"

The "is" is the equals sign; set the expression you have to this point equal to 9:
  x
 --- + 5 = 9
  8
