4x^2 - 12x +4y^2 + 16y = 5 ****added 5 to both sides of the EQ
x^2 - 3x + y^2 + 4y = 5/4 ****divided thru by 4

x^2 - 3x + (3/2)^2 + y^2 + 4y + 4 = 5/4 + (3/2)^2 + 4
(x- 3/2)^2 + (y+2)^2 = 5/4 + 9/4 + 16/4
