Let L = Blue and B = Black (don't you hate it when they try to confuse you by using the same letter?) and P=pencil
L = B+6 (6 more fourth-graders use blue pens than black.)
B = 5 (If 5 fourth-graders use black pens)
P = 4L(Four times as many fourth-graders use pencils than blue pens.)
If 5 students use black pens, then 11 students use blue pens. 4x as many use pencils, so P = 40
