A horizontal line will have the slope of 0. This is because the y value does not change but the x value changes. For instance, in the slope formula
a horizontal line will have identical y values while the x changes. For instance, if we pick a horizontal line that goes through (0,2) and (2,2) we get:

So any horizontal line will have a slope of zero. Now plug in m=0 and the point (-2,-3) into the point slope equation

Plug in m=0 and (,)=(-2,-3)
Distribute the 0 to each term
Subtract 3 from both sides
