2x - 11 = x over (5x + 3)

The left side is correct. On the right side you are correct that quotient will mean a fraction/division. But the numerator and denominator are not right. In the phrase "the quotient of 5 more than the number and 3" it is the "and" that separates the numerator from the denominator. So the numerator should be "5 more than the number" and the denominator should be "3". This makes the correct equation:
