I've been trying to solve this one for 5 hours, I'm really desperate, I tried all the examples here but still no luck... I think that there is something wrong with my method. I looked for the sloped of radius then plug (-1,-2) to get its equation then equate it with the tangent line...... its seems not to work. Any help will be greatly appreciated.

I assume that "touching" means tangent.
The line from (-1,-2) has to be perpendicular to the line x-2y = 3
--> Its slope = -2.

Find the equation of a line with m = -2 thru the point (-1,-2)
The centers of the circles (there are 2) will be on that line, sqrt(5) units from (-1,-2)
