2. if the slopes are equal, the equations are parellel.
3. if the slopes are negative reciprocals, the lines are perpendicular
In this case the lines have slopes that are negative reciprocals and are therefore perpendicular:
y=1/4x-3 (slope = 1/4)
y=-4x+4 (slope = -4)
