Divide the coefficients: 1.728/5.4 = 0.32
Subtract the exponents: 2-8 = -6

-------------------------------------------------------------------

So

1.728 x 10^2/5.4 x 10 ^8

turns into

0.32 x 10^(-6)

(3.2 x 10^(-1)) x 10^(-6)

3.2 x (10^(-1) x 10^(-6))

3.2 x (10^(-1 + -6))

3.2 x 10^(-7)

So the answer is 3.2 x 10^(-7)
