First, let's expand this 4(8-2b)-2b <_32 to:
32-8b-2b <_32
Combine like terms and subtract 32 to get:
-10b<_0
Divide by -10:
b>_0

use distribution to expand the left most term
collect like terms (collect the terms with b in them and also collect the constants)
isolate the variable by dividing both sides by -10
remember that when you divide or multiply an inequality by a negative number, you must flip the sign of the inequality
Test your answer by selecting a value for b that is > 0, one that is 0, and one that is less than 0 . Then verify the result is 'true' for >0 and 0. And hat it is not true for b < 0.
