If is no more than 13, it still could be 13, but lets you get as close as you want to 13 but never actually equal to 13.

You would need to put a small line under the inequality sign.
The answer can be 13, so you need to make it n+4≤13
Putting a little line under the 'less than' sign now means that n+4 is less than or equal to '13,' which is what the verbal sentence states.
Your original equation didn't have that little line, so it meant that the sum of a number n and 4 is no less than 13.
