Begin by moving the constants to the right by subtracting 7 from both sides and move the variables to the left by subtracting 5x from both sides.

9x+7  =5x-3
    -7       -7
    9x =5x-10
   -5x  -5x
    4x  =10

Then divide both sides by 4.

    4x  =10
     4     4

      x  =10/4   or   2 1/2
