(5,8); x+2y=3

The slope of lines parallel is the same, only the y-intercept is different.
Sub 5&8 for x & y:
5 + 2*8 = 21
x + 2y = 21 is the equation.
---------------------
y = (-1/2)x + 21/2 in slope-intercept form
