To find the equation of perpendicular lines, take the reciprocal of the slope and multiply it by (-1):
y=-3x+1. The slope of original line = -3
The slope of the perpendicular line = m = -(-1/3)=1/3
with points (0, 5)
Plug-in the values for x, y and m and than solve for b:
5=(1/3)(0)+ b
5=b
y=(1/3)x+5
