Let us multiply the first equation by 3 and the second one by -7, than add the equations...so from
-7x + 5y = -20
-3x - 2y = 8
we get
-21x + 15y = -60
21x + 14y = -56
and then by adding
29y = - 116
y = -4
Plugging this into the first equation we get
x = 0
Our solution is (0, -4) and we have a consistent system.
