Okay...remember that negative exponents in the numerator becomes positive exponents in the denominator...
[(14a^2)(b^-3)} / (ab^2) =
(14a^2) / (b^3)(ab^2) =
(14a^2) / (ab^5) =
Now one of the a's cancel, leaving the answer
14a / b^5
